The tentative message now appears at the top of tentative events that use a block template. The content filter was added when the page body opened, but a block template renders its content before that, so the message was missing there. The filter is now added before the page renders and still only acts on the page body: after the body opens in classic and PHP templates, as before, or while a block template renders its markup. Content run for the page head, such as excerpts built for meta tags, is left alone and no longer uses up the one-time message. Feeds are not filtered. The message is now shown as proper paragraphs: the settings editor saves a single paragraph without its tags, so it is passed through wpautop() before display. The title label is unchanged.
