New sites can be given a privacy level when they are created. The create-site ability takes an optional privacy (public by default) using the lh-site-privacy levels: public, hidden-from-search, logged-in, site-users, administrators or password, plus a site password for the password level. The members level is not offered at creation; set it afterwards with lh-site-privacy/set-privacy on the new site. Without lh-site-privacy only public and hidden-from-search are available. The level is applied as soon as the site exists, before the post-copy clean-up, and overrides any privacy carried over from the template, so a site copied from a private template no longer ends up with the template's level by accident. The ability now returns the privacy level the site was given.

Fixes the Allowed Templates list on the Network Signup Options page leaving out private sites.
