Adds prefilled paper proxy forms. A new Proxy meeting details block goes in the organisation's proxy form document (usually a governance document): opened from an event, it fills in the meeting, its date and time, its venue and when proxies must be received by (48 hours before the start by default, adjustable per block, 0 to leave it out); opened directly, it shows blanks to fill in by hand, so the same document is also the master copy. A new Proxy form link block goes on any event that accepts proxies and links to the chosen form with the event filled in; it shows only to people who can see both the event and the form, and disappears once the event starts. Event details are only filled in for readers who can see that event. Nothing about proxies is recorded: completed forms go to the secretary.

A meeting's event date and place now show to anyone who can see the meeting, including people opening an export link, even when the event itself is closed to them (for example a confidential event). They are part of the minutes, so the Meeting event block (GatherPress event date) and the Location row of the Meeting details block no longer check whether the reader can open the event. The Notice of meeting link still appears only to people who can open the event. Blocks a site places inside the Meeting event block are shown on the same terms.
