For them, add-group-members skips the site member requirement, no change is refused by site rules through the lh_mcp_buddypress_actions_refuse_change filter, and real changes go ahead on site_id calls even when the target site’s own plugins were not loaded, with a warning saying so. BuddyPress’s own safeguards still apply to everyone: a group always keeps an admin, and an admin must be demoted before being banned.

With LH Membership active, a member of the site now means an approved member, so pending applicants and unclaimed accounts are reported as not_site_member instead of being added. The site_member field in every result uses the same test, which other plugins can adjust through the lh_mcp_buddypress_actions_is_site_member filter.
