Content is still only inspected for the page body: after the body opens in classic and PHP templates, or while a block template renders its markup, which happens after the template is chosen and before the head is output. Content run for the head, such as excerpts built for meta tags, or by another plugin before the template renders, is never inspected. Lh-tasks #149760.
