Adds a sidebar template part (parts/sidebar.html) wrapping the site sidebar, so templates can include the sidebar with the core Template Part block; when used that way the sidebar fills its column instead of floating at 27.5% width. The feed-key authentication ran on parse_query for every WP_Query, including secondary queries run by other plugins (for example during admin-ajax requests or on shutdown), and called is_feed() before the main query existed. It now only acts on the main query, checks the request method and ajax before anything else, and tests the query object it is given for being a feed. Feed authentication behaviour is unchanged. Also normalises the version from 1.00 to SemVer.
